Disadvantaged community definition

Disadvantaged community means a community with an annual median household income that is less than 80 percent of the statewide annual median household income.
Disadvantaged community means a census tract with a score in the top 25 percent or one of the 22 additional census tracts that score in the highest 5 percent of Pollution Burden as identified in California Environmental Protection Agency’s CalEnviroScreen 3.0 tool.
