Severance Payments for Employees Hired. After February 8, 1995 Employees who are hired by the City after February 8, 1995 shall be entitled to receive a severance payment upon retirement, death or termination of service caused by the transfer of a departmental function, either in total or in part, from the City to another administration calculated as follows:
