Description of Responsibilities. The Individual Consultants will be primarily home-based and work under the supervision of the BIOFIN Project Manager. The Consultants will work with the global BIOFIN Team, national BIOFIN Teams, UNDP Country Offices, core and donor country governments, other international/multi-lateral organizations, and contractors. The scope of work will vary depending on the specific assignment, but would include one or various of the below tasks: Implementation of the BIOFIN Methodology: • Provide technical support and undertake reviews and impact monitoring of BIOFIN methodological outputs and processes in core countries, such as: workplans, quarterly reports, inception reports, Policy and Institutional Reviews, Biodiversity Expenditure Reviews, Financial Needs Assessments, and Biodiversity Finance Plans; • Travel to BIOFIN core countries as needed to support the implementation and dissemination of the BIOFIN Methodology. Implementing finance solutions: • Support National BIOFIN teams and government counterparts in identifying, developing and implementing the right mix of finance solutions, tailored to the country context; • Support the design and review of finance solution proposals developed by national BIOFIN teams following the BIOFIN Proposal template; • Provide feedback for the development of terms of reference, country workplans, quarterly reports, inception reports, final reports and other relevant documents; • Provide feedback on technical documents related to finance solutions, such as feasibility studies, concept notes, policies, laws, regulations, by-laws, organisational charts/HR Plans, resource mobilisation plans, enforcement strategies, economic valuations, advocacy plans, or any other technical reports that are required; • Travel to BIOFIN core countries as needed to support the design and implementation of finance solutions and engage with key stakeholders to develop opportunities of collaborations for finance solution implementation; • Develop tailored guidance materials or other knowledge products on selected finance solutions, and provide inputs into project proposals for resource mobilisation as required; • Guide national BIOFIN Teams to relevant experts, knowledge platforms, tools and other guidance material related to the prioritised finance solutions/mechanisms; • Support national BIOFIN teams to identify opportunities to promote gender equality and sustainable livelihoods when designing biodiversity finance solutions. Description of Responsibilities. The consultants will, based on demand in any particular region over the contract period, provide support to the head of the ecosystem and biodiversity (EBD) team and the team of global Regional Technical Advisors (RTAs) located in the UNDP-GEF RCUs in conceptualizing and writing a range of documents relating to project development, implementation support, mid-term review, and terminal evaluation. This will include liaison with UNDP Country Offices, Regional Technical Advisors, Government stakeholders (where appropriate and under guidance of the RTA), project teams, and other relevant consultants. Description of Responsibilities. With the large size of the ecosystems and biodiversity portfolio and country demands for new projects, service of a quality assurance and result management consultant is required to support UNDP to ensure rigorous quality assurance of country projects. The consultant will provide support to the EBD Principal Technical Adviser (PTA) and the Team to ensure robust application of UNDP policies including the Social and Environmental Safeguard Policy and the Private Sector Due Diligence Policy, and develop high quality project submission packages, as well as, related technical support during the inception and implementation phase of projects.
Description of Responsibilities. UNDP is initiating a process to institutionalize DREI as a standard offer in its growing energy and climate projects and programs portfolio. Within this context, and to respond to increase in demand for DREI, UNDP is putting in place an expert pool of International Consultants (“DREI Apps Consultants”) to conduct in- country DREI applications and support the further development of the DREI framework. Consultants are expected to produce robust and high-quality analyses and financial models using established DREI methodologies and tools and contribute to dissemination of the results. In performing these services, DREI Apps Consultants will work closely with all parties involved in the DREI application: UNDP Country Offices and local partners (including government partners), National Consultants engaged by the Country Office or commissioning unit to support the DREI Apps Consultants in performing in-country DREI analyses, as well as the DREI Core Team, who provide quality assurance and overall methodological guidance. A template and quality criteria will be provided. • Guidance on improving quality-at-entry of projects; • 4-6 learning reports and/or webinars based on lessons learned from improving quality-at-entry of projects and quality assurance of project-level monitoring and reporting.
