Aeronautical authorities means in the case of the People's Republic of China, the Director-General of the General Administration of Civil Aviation of China or any person or body authorized to perform any functions or similar functions on civil aviation at present exercised by the said Director-General, and in the case of the Kingdom of Thailand, the Minister of Communications, or any person or body authorised to perform any functions or similar functions on Civil Aviation at present exercised by the said Ministers
