Children and Young People. Progress on structural goals for year one of the block included agreeing funding streams and putting financial arrangements in place, and governance and accountability arrangements • W have reviewed Children’s Fund arrangements and explored further areas for joint commissioning within the context of the Agreement and the development of the locality delivery model for children and young people’s services. This has led to achieving efficiencies through sharper refocusing of services and reducing overheads in advance of its expected inclusion in Year 2. Healthy Communities and Older People • We have tested out the concept of ‘enhanced public health programmes’ in four neighbourhood clusters and a community of interest. His has begun to realise a replicable investment model for tackling health inequalities and improve the understanding and emphasis of public health and health inequalities right across the city. • We have reached agreement on an integrated vision for the future of health and social care services with piloting in the North of the city • The Strategy for an Ageing Population has been produced which is now out for consultation. The initial Agreement was reviewed with GOYH in October 2005 with most of the follow up actions resolved or well on their way to resolution. The major requirement of the review was to complete the outcomes framework which will form the basis for the end of year review in May/June 2006. Enabling Measures A key element of our approach is to identify barriers to achievement and of ways to overcome them by negotiating ‘freedoms and flexibilities’ with central government. There are quite a number of ‘freedoms and flexibilities’ contained in the initial agreement, some of which have been agreed and some remaining in negotiation. A summary of these can be found in Annex A alongside new proposals for additional freedoms and flexibilities. Accountability and Governance A key feature of the agreement has been strengthening governance through restructuring of the Sheffield First family of partnerships that reflect the main blocks of the Agreement and the development of a new Sheffield First Agreement Board. The Agreement has necessitated work to clarify decision-making arrangements within partnerships. The Sheffield First Agreement Board has been established to oversee the SFA on behalf of Sheffield First Partnership. The role of the Sheffield First Agreement Board will involve:
Children and Young People. We want all children and young people to achieve their full potential. Most of the children and young people living in the borough are safe, healthy, achieving well at school, living in good family environments and have a positive future ahead of them. Not withstanding this we have identified that for some children and young people there is a need for us to do more if they are to have opportunity to achieve their full potential. Through the Local Area Agreement we will prioritise our activities to focus on delivering outcomes specifically related to the following groups: • Pre-school aged children • Looked after children • 14-19 year olds Across all age groups we will be looking at ways in which we can improve the self- esteem of children and young people. OUR PRIORITIES We arrived at our priorities in a number of ways: • An audit of need • Service review • Consultation with children, their families and carers The Children and Young People’s Plan details all the outcomes we will deliver for children and young people and sets out our priorities. All children and young people were afforded opportunity to contribute their views as part of agreeing this plan. Pre-School Provision Ofsted inspection judgements (based on information from April 2005 to the present) indicate that there is a great deal of good provision. What it also indicated is that the standard is variable. Significant evidence exists, which proves that children who enjoy a good and stimulating start in life will enjoy an improved quality of life. It is therefore important to us that we ensure that all provision reaches the same high standards of quality care.
Children and Young People. There was extensive involvement of children and young people in the production of Sefton’s Children and Young People Plan (CYPP). Engagement with the CEN, in particular the Family Support Forum (now the Every Child Matters Forum) and the Faith Communities Network is of key importance in obtaining views of the Voluntary and Community Sector. Important strategic initiatives, including Sefton Sure Start, Smart Stars and Sefton Children’s Fund, have ensured effective consultation with children, young people and their parents, which has also provided invaluable information and led to influence over local mainstream service provision.

Children and Young People. For children under 16 years of age, the Mental Capacity Act does not apply. Instead, a child needs to be assessed whether they have enough understanding to make up their own mind about the benefits and risks – this is termed Xxxxxxx competence. Generally, in these circumstances agreement will be sought from their parents. Once children reach the age of 16, they are presumed in law to be competent. However, if they do not have the capacity to agree, the Mental Capacity Act applies.

This Agreement may be novated, subject to the agreement of the Leasing Company, by means of a novation agreement having effect at any time during the period of the lease, so as to substitute in place of the Contractor a company identified by the Secretary of State for Justice as a company which has entered into a contract with the Secretary of State for Justice to provide services which require the use of the vehicle for the transportation of Children and Young People. Such novation may be entered into as an alternative to the novation to the Secretary of State for Justice provided for above.” Where required to do so by the Authority on the expiry or termination of the Contract, the Contractor shall take all necessary action as between the Contractor and the Leasing Company, subject to the agreement of the Leasing Company, to procure that any Vehicle Lease which is not due to expire until a date occurring after the expiry or termination of the Contract, or the termination of the provision of any relevant part of the Services, shall be novated in one of the following ways:
Children and Young People. Overall progress within the Children and Young People’s theme continues to be good. Already the single largest theme it has increased the number of outcomes and indicators through the refresh reflecting the key role of the LAA as the delivery plan for the Children and Young People’s Plan.
Children and Young People. NMSI museums provide high-quality learning experiences for children of all ages. The museums support the school curriculum and go beyond it, giving children and young people memorable and inspiring experiences to enhance their formal and informal education, particularly in STEM-subjects, and giving them opportunities for creative participation in order to develop their skills and talents.
